Why are the training policies/methods/budgets so awful in corporate America?

Here's the usual training method: Let's take a tour. You won't remember any names. Now shadow this person for 3 days. Now here's your phone and computer. Now be efficient!!

I know it's cheaper in the (extremely) short run to do it this way. But I consider training to be the largest remaining/important shortcoming of even the best corporations. They could save so much money if they trained better.

Answer:
Some corporations are far better than others. Don't generalize or categorize ALL corporations as having poor training programs for their employees.

I've been through extremely thorough, detailed and helpful training... and I've been through ones like you describe.
